| Office of Compliance and Reporting Occupational Competency Assessment Occupational Assessment (NOCTI) Assessment of occupational competency for secondary and postsecondary non-degree and non-educational degree teachers is conducted utilizing the National Occupational Competency Testing Institute (NOCTI) test and Customized Committee Assessments. Vocational and technical education institutions across the nation are struggling to staff classrooms and labs with competent teachers who can impart the appropriate knowledge and skills to students. Only four (4) Mississippi institutions continue to prepare students with baccalaureate degrees to teach vocational and technical subject areas. In Mississippi, persons who have learned a trade through work experience are encouraged to apply for teaching positions to teach their particular trade or profession. The State of Mississippi requires non-degree and non-education degree persons to validate occupational competency through assessments. Validation of teacher occupational competency has been a standard requirement of the Mississippi Department of Education, Office of Teacher Licensure since June 1985. All beginning non-degree and non-education degree vocational and technical teachers at the secondary and postsecondary levels are required to meet this standard. Teachers holding a bachelor’s degree or above in the teaching area are exempt from this requirement. The Mississippi Department of Education has established a process known as the "Vocational and Technical Teacher Occupational Competency Assessment" to support this teacher certification requirement. The assessment process is based upon the use of nationally recognized standardized test instruments and custom designed committee assessments to assess teacher occupational competency. Approximately thirty percent (30%) of all vocational and technical programs taught in Mississippi are not covered by standardized tests. Therefore, committee assessments are utilized as the method of assessment in areas not covered by national tests. State and national certifications are recognized when applicable. Informational workshops and teacher occupational competency NOCTI Assessment schedule dates are proposed annually and made available to local public school districts and the general public as requested. To register to attend a NOCTI orientation workshop and to register for testing, applicants must complete the NOCTI Teacher Occupational Competency Assessment registration form and return the form to the Bureau of Vocational Community Development. Standardized testing information is also available from the National Occupational Competency Testing Institute (NOCTI).
