Mr. J. Martez Hill
Mr. J. Martez Hill was named Deputy State Superintendent of Education for Mississippi on January 20, 2006. He began work on March 1, 2006.
A Georgia native, Mr. Hill obtained a Bachelor of Arts in Political Science from Emory University, in Atlanta, GA (May 1993) and Master of Public Policy from Duke University Sanford Institute of Public Policy in Durham, NC (May, 1996). In addition, Mr. Hill participated in the Woodrow Wilson Fellow Program at the University of Michigan, Ann Arbor, MI (August 1992).
Mr. Hill’s extensive experience reflects an active and flourishing involvement with policy, procedure, and administration throughout the state of Georgia. As Policy Director for the Georgia State Department of Education, he advised Georgia State Superintendent of Schools and State Board of Education on state and federal policy and budget matters, drafted rules and regulations for adoption by the state board, and developed the department’s strategic plan and performance measures for the governor’s annual budget report. He also served as a primary contact to the Governor’s Office, Governor’s Office of Planning and Budget, General Assembly, state education associations, local school systems, Georgia and Metro Atlanta chambers of commerce, and national education organizations. He also led staff to the Governor’s Education Finance Taskforce and Georgia P-16 Council.
While serving as Policy Coordinator in the Georgia Governor’s Office of Planning and Budget, Atlanta, GA, 2002-2003, Mr. Hill led a staff that was responsible for developing, implementing, monitoring, and evaluating the Governor’s recommended budgets and policies for the Department of Education, Board of Regents, Professional Standards Commission, Student Finance, and Department of Early Care and Learning. He drafted and presented budget and policy alternatives to the Governor, advised the Governor on legislative and budget vetoes, and partnered with the Georgia Department of Audits staff to audit local school systems’ student enrollment counting practices. From 1997-2002, Mr. Hill served as Principal Policy Analyst, Senior Policy Analyst, Policy Analyst, and Associate Policy Analyst. He analyzed state, federal, and lottery budget requests and financial statements from the Georgia Department of Education, Department of Early Care and Learning, and the Professional Standards Commission. In addition, he drafted and presented budget and policy alternatives to the Governor.
In Atlanta, Mr. Hill played an active part in the political arena. In 1996, he worked as campaign aid in both U. S. Congressional and U. S. Senate campaigns. In 1993, he served as a legislative intern for the Georgia General Assembly and worked as a campaign aid in the Atlanta mayoral campaign. In Georgia, he was also involved in community organizations that serve youth, such as Alpha Phi Alpha Fraternity, Inc., and Big Brothers/Big Sisters. He was actively involved in the youth ministry of his church.
Some of his hobbies include playing golf, running and lifting weights.
