The State Board of Education shall allocate state training funds on a limited project agreement between the local educational agency and the Office of Career and Technical Education. Non-State Plan training funds shall be allocated on a project agreement between the local educational agency and the Office of Career and Technical Education contingent upon approval of funds from the funding source.
