27. The Office of Child Nutrition administers the Summer Food Service Program (SFSP). This program is designed to meet the nutritional needs of children during extended summer school vacation. USDA, SFSP funds have been designated specifically for site health inspections. The Mississippi State Board of Health is the governing body, charged by State law, with the responsibility to regulate food service sanitation. All food served in foodservice facilities in this state are subject to regulations and sanitation inspections by MS State Board of Health. The contract will provide required inspections of sites for participation in the Summer Food Service Program. Therefore, this independent contractor is the sole source for procurement in Mississippi for this purpose. The contractor is not a former employee or related to any Department employee (Regina Ginn) Backup material

28. The contract will provide service and delivery of food, supplies and USDA Commodities to local organizations in Region 3 of the State Purchasing Program. Payment will be made directly to the contractors by the local organizations purchasing these products. The Office of Child Nutrition will administer the contract; no MDE funds will be expended for these services. City Wholesale was awarded the original contract at the June 2005 State Board meeting. The company was sold in December to another entity and will no longer operate as a food distributor for school districts in the state. City Wholesale, therefore, asked to be released from their contractual obligations with Mississippi Department of Education. The State Superintendent approved an emergency procurement request on January 9, 2006. A contract was offered to the Merchants Foodservice Company effective January 16, 2006, after the emergency approval was made. Merchants Foodservice will make deliveries of food and supplies to the school districts and payment for service will be made directly from the school districts to the company (Regina Ginn) Backup material
