Contracts
01. Food Vendors. No MDE funds involved. Beginning 07/01/05. Competitive Bid Process. (Office of Healthy Schools – Regina Ginn)
- The Merchants Company: The Merchants Company will provide Fresh Produce to local organizations in the State Purchasing Program in Regions 4 and 5. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The contractor provided the lowest bid opened on April 8, 2005. The Merchant Company’s total bid for Fresh Produce in Regions 4 and 5 was $108,537.10. The MDE will execute a one-year contract with the option to renew for an additional year. Payment for produce delivered to schools will be made directly to The Merchants Company. The contractor is located in Hattiesburg, MS. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee.
- Mid-South Produce: Mid-South Produce will provide Fresh Produce to local organizations in the State Purchasing Program in Regions 1 and 3. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The contractor provided the lowest bid opened on April 8, 2005. Mid-South Produce’s total bid for Fresh Produce in Regions 1 and 3 was $68,181.28. The MDE will execute a one-year contract with the option to renew for an additional year. Payment for produce delivered to schools will be made directly to Mid-South Produce. The contractor is located in Grenada, MS. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee.
- J & J Produce: J & J Produce will provide Fresh Produce to local organizations in the State Purchasing Program in Regions 6 and 7. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The contractor provided the lowest bid opened on April 8, 2005. J & J Produce’s total bid for Fresh Produce in Regions 6 and 7 was $122,773.60. The MDE will execute a one-year contract with the option to renew for an additional year. Payment for produce delivered to schools will be made directly to J & J Produce. The contractor is located in Hattiesburg, MS. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee.
- Earthgrains: Earthgrains will provide Bread Products to local organizations in the State Purchasing Program in Regions 3, 4, 6, and 7. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The contractor provided the lowest bid opened on April 8, 2005. Earthgrains’ total bid for Bread Products in Regions 3, 4, 6, and 7 was $1,440,920.25. The MDE will execute a one-year contract with the option to renew for an additional year. Payment for products delivered to schools will be made directly to Earthgrains. The contractor is located in Richland, MS. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee.
- Interstate Brands Corp.: Interstate Brands will provide Bread Products to local organizations in the State Purchasing Program in Region 5. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The contractor provided the lowest bid opened on April 8, 2005. Interstate Brands’ total bid for Bread Products in Region 5 was $118,592.58. The MDE will execute a one-year contract with the option to renew for an additional year. Payment for products delivered to schools will be made directly to Interstate Brands. The contractor is located in Monroe, LA. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee.
- Interstate Brands Corp.: Interstate Brands will provide Bread Products to local organizations in the State Purchasing Program in Region 1. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The contractor provided the lowest bid opened on April 8, 2005. Interstate Brands’ total bid for Bread Products in Region 1 was $398,266.96. The MDE will execute a one-year contract with the option to renew for an additional year. Payment for products delivered to schools will be made directly to Interstate Brands. The contractor is located in Memphis, TN. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee.
- Flowers Baking Co. of Tuscaloosa: Flowers Baking Co. will provide Bread Products to local organizations in the State Purchasing Program in Region 2. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The contractor provided the lowest bid opened on April 8, 2005. Flowers Baking Co.’s total bid for Bread Products in Region 2 was $372,220.53. The MDE will execute a one-year contract with the option to renew for an additional year. Payment for products delivered to schools will be made directly to Flowers Baking Co. The contractor is located in Tuscaloosa, AL. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee.
02. Approval of change orders for State Public School Building Fund (Office of Healthy Schools – Regina Ginn)
The Office of Safe and Orderly Schools requests approval of change orders for construction projects. School districts are requested to submit any modifications to an approved contract.
03. Approval of final projects for State Public School Building Fund (Office of Healthy Schools – Regina Ginn)
The Office of Safe and Orderly Schools requests approval of final projects for state public school building funds. School districts are requested to submit closing documents upon completion of construction projects.
Contract Renewals

The following contract renewals will continue service and delivery of the identified products to local organizations in the State Purchasing Program. Payment will be made by the local organizations purchasing these products. The Office of Child Nutrition will administer the contracts; no MDE funds will be expended for these services. The Board previously approved the following contracts on the dates listed below. The owner and/or personnel who will be working under these contracts are not former Department employees or related to any Department employee. All contracts are being renewed as described below beginning July 1, 2005.
- The Merchants Company (No MDE funds) Distribution of Refrigerated/Frozen Foods and USDA Commodities. Original, two-year (July 1, 2003 – June 30, 2005) contract/bids approved May, 2003. (All 7 regions in the state.) The contractor is located in Hattiesburg, MS. Proposed extension dates July 1, 2005 – June 30, 2006.
- Crumbley Paper Company (No MDE funds) Distribution of Dry Foods, Non-Food Items and USDA Commodities. (Regions 5, 6, and 7 in the state.) Original, two-year (July 1, 2003 – June 30, 2005) bid/contract approved May 2003). The contractor is located in Laurel, MS. Proposed extension dates: July 1, 2005 – June 30, 2006.
- Briggs, Inc., Distribution of Dry Foods, Non-Food Items and USDA Commodities. (Regions 1, 2, 3, and 4 in the state.) Original, two-year (July 1, 2003 – June 30, 2005) bid/contract approved May, 2003. Proposed extension up to 30 days (July 1, 2005 – July 31, 2005). This proposed extension is within the original terms of the contract issued in May 2003. The contractor is located in Corinth, MS. The extension will allow the MDE time to process and analyze bids opened on April 29, 2005, and to be placed before the Board in June 2005.
05. Florida Virtual Schools. $35,000.00 (subject to availability of funds). 07/01/05 – 06/30/06. Federal funds. Request for Proposals. Multi-Year Contract (Office of Academic Education – Bonita Potter)
This renewal is for the purpose of continuing to provide online courses for students through Mississippi Online Learning Institute (MOLLI). MOLLI is a web-based educational service offered by MDE to provide students and educators with access to a wider range of course work, with more flexibility in scheduling, and with the opportunity to develop their capacities as independent learners.
Department staff was not able to reduce the amount of the contract by negotiation. Contractor is located in Orlando, FL. The personnel who will be working under this contract are not former Department employees or related to any Department employee.
