Contracts         

01.    MAXIMUS.  No MDE funds involved.  07/01/05 – 06-30-06.

Request for Proposals.  One-year contract with an option to renew for one additional year.

Office of Instructional Programs and Services

The contractor will provide methodology, training, and assistance for school districts in administering their responsibilities for Medicaid administrative claiming as allowed under the Division of Medicaid’s (DOM) School Based Administrative Claiming (SBAC) Program.  The SBAC Program allows school districts to be reimbursed for some of the costs associated with school-based health and outreach activities, which cannot be claimed under the Medicaid fee service programs.  The contractor shall receive 5.5% of the funds received by the Mississippi Department of Education (MDE) on a quarterly basis in return for administrative reimbursement claims made by the school districts; MDE will retain 3% of the funds.  The contractor is located in Reston, VA.  Department staff was unable to reduce the amount of the fee by negotiation.  The owners and/or personnel associated with this contract are not former Department employees or related to any Department employee.

Safe and Orderly Schools

01.       Approval of change orders for State Public School Building Fund

The Office of Safe and Orderly Schools requests approval of change orders for construction projects.  School districts are requested to submit any modifications to an approved contract.

02.       Approval of final projects for State Public School Building Fund     

The Office of Safe and Orderly Schools requests approval of final projects for state public school building funds.  School districts are requested to submit closing documents upon completion of construction projects.

03.       Approval for the Pass Christian Public School District to expend transportation funds to establish, erect and equip a school bus shop and/or purchase land thereof          

The cost of the project is as follows:

Estimated cost for construction of the shop:  $410,075.00

Office of Innovative Support

01.       Approval of methodology to award subgrants to participate in summer educational enrichment projects for the Education for Homeless Children and Youth Program

Office of Instructional Programs and Services

01.     Approval to begin the Administrative Procedures Act process:  To approve academic and elective Carnegie unit credit for specified Vocational and Technical secondary course offerings to meet the requirements for high school graduation           

Office of Student Assessment

01.       Approval of contract with MetaMetrics, Inc., for the purpose of linking the Mississippi Curriculum Test (MCT) assessment results to the Lexile Framework for Reading and the Quantile Framework for Mathematics to connect individual student scale scores on the MCT to their reading and mathematics

02.       Approval to modify contract with CTB/McGraw-Hill to continue to provide services and products related to the Grade Level Testing Program (GLTP)

03.       Approval to modify contract with Harcourt Assessment, Inc. to continue to provide services and products for the Subject Area Testing Program (SATP)

04.       Approval to modify contract with NCS Pearson, Inc. to continue to provide services and products related to the Functional Literacy Examination (FLE) using an electronic testing system

Office of Quality Educators  

01.       Approval to begin the Administrative Procedures Act process:  To establish Guidelines for Mississippi Educator

Licensure K-12-Alternate Route One-Year Certification Highly Qualified Designation for Teachers Not New to the Profession, as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure Development

02.       Approval to begin the Administrative Procedures Act process:  To amend the Highly Qualified Teacher Criteria to include an addendum to establish a High Objective Uniform State Standard of Evaluation (HOUSSE)
Approval of school districts with need for administrators to participate in the Mississippi School Administrator Sabbatical Program
