Literacy-Based Promotion Act
Passed during the 2013 legislative session, the Literacy-Based Promotion Act places an emphasis on grade-level reading skills for students, particularly as they progress through grades K-3. Beginning in the 2014-2015 school year, a student scoring at the lowest achievement level in reading on the established state assessment for 3rd grade will not be promoted to 4th grade unless the student meets the good cause exemptions for promotion.
Recruitment of Literacy Coaches
In an effort to support the recently passed Literacy-Based Promotion Act, the Mississippi Department of Education (MDE) is accepting applications from Mississippi educators with expertise in literacy to join the Office of Curriculum and Instruction.
The MDE is recruiting educators to serve as literacy coaches for the 2014-2015 school year. Individuals who hold a valid Mississippi Educator’s License and meet minimum requirements as specified in the job description may apply for a position. Literacy Coaches will work full-time (210 days annually) as an Educator in Residence (EIR). Retirees may apply as contractual employees in accordance with the rules and regulations as determined by PERS (approximately 105 days annually). Out-of-state retirees may be considered for full-time, contractual employment. This position may entail extensive in-state travel. Some overnight travel may also be required. Travel costs (mileage, lodging, etc.) will be reimbursed in accordance with MDE travel policy (See FAQs).

Assignment dates: Subject to SBE approval and legislative funding, the start date is expected to be in August of 2014. Assignment may be renewed annually, contingent upon legislative appropriation and satisfactory job performance.
Salary and benefits: The salary for coaches is set at approximately $55,000, regardless of National Board status or other experience. PERS retiree applicants will be paid as half-time (approximately 105 days annually), contractual employees at a rate of $32.73 per hour. Contractual employees receive no benefits.
