Mississippi Board of Education meets in Jackson
The Mississippi Board of Education met recently in Jackson and approved the following:
Approved:
• To revise State Board Policy 902 - Option Guidelines. Has cleared the Administrative Procedures Act process with one public comment.
• To establish State Board Policy 3106 - Education Provisions for Students in Detention Centers. Has cleared the Administrative Procedures Act process with public comments
• To approve additional grant dollars for the Immediate Aid to Restart School Operations Program. Public schools and non-public schools were awarded RESTART grants following Hurricane Katrina. However, the non-public schools did not expend all funds that were allocated based upon federal regulations; thus, additional funds are available to ward to the public schools that were most severely impacted. RESTART funds may be used for cost associated with the Hurricane Educator Assistance Program.

• To begin the Administrative Procedures Act process: To revise State Board Policy 2500 - Contracts. In response to a recent review of the State Board Policies by the Office of Internal Accountability, the following revisions to the Contracts Policy are proposed:
o Increase the threshold for Mississippi Board of Education approval of contracts from $20,000 personnel services cost to $50,000 total cost (including travel) to align with the grant threshold
o Delete procedural statements
o Move grant policies to State Board Policy 3900 - Grants/Subgrants.

• To begin the Administrative Procedures Act process: To revise State Board Policy 4012 - the Physical Education/Comprehensive Health Education Rules and Regulations.
• To award competitive grants for the Fresh Fruit and Vegetable Program. Grants are awarded to elementary schools to purchase and serve fresh fruits and vegetables to students during the school day outside of the regularly scheduled meals.

• The Common Core State Standards for Mathematics (Has cleared the Administrative Procedures Act process with public comments.) The Common Core State Standards for Mathematics were developed by the National Governors Association (NGA) Center for Best Practices and the Council of Chief State School Officers (CCSSO) in partnership with Achieve, ACT and the College Board.
• The Common Core State Standards for English Language Arts and Literacy in History/Social Studies, Science and Technical Subjects (Has cleared the Administrative Procedures Act process with public comments.) The Common Core State Standards for were developed English Language Arts and Literacy in History/Social Studies, Science and Technical Subjects by the National Governors Association (NGA) Center for Best Practices and the Council of Chief State School Officers (CCSSO) in partnership with Achieve, ACT and the College Board.
• To begin the Administrative Procedures Act process: To revise the Mississippi Social Studies Framework. The 2011 Mississippi Social Studies Framework was developed based on the National Assessment of Education Progress (NAEP) Frameworks, National Council of History Education Standards, National Council on Economic Education Standards, National Geographic Alliance Standards for Geography Education, standards for Advanced Placement, social studies standards from other states, current literature and research.
• To begin the Administrative Procedures Act process: To revise the Mississippi Secondary Curriculum Frameworks. The secondary curriculum framework, Video Game Design, is recommended for approval. The framework follows the format established for secondary vocational and technical programs.
• To remove Amanda Elzy High School fro the list of awardees and add Port Gibson High School to the list of awardees for grant dollars in support of local improvement efforts for the persistently lowest-achieving schools in the state as authorized under Section 1003(g) of the Elementary and Secondary Education Act of 1965.
• The Performance Level Descriptors for the 2010 Mississippi Science Curriculum Framework for statewide assessments in grade 5 and grade 8 and Biology I. (Has cleared the Administrative Procedures Act process with no public comments)
• To begin the Administrative Procedures Act process: To revise the Mississippi Public School Accountability Standards, 2009.
• The request by Mississippi State University to modify the Agricultural Information Science Program as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• The request by Mississippi State University to modify the Elementary Education Program as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• The request by William Carey University to Offer Bachelor and Master Level Technical and Occupational Education Programs as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• The request by Mississippi College to modify the Education Specialist Degree Program in Educational Leadership as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• The request by Mississippi College to modify the Educational Leadership Doctoral Program to include a concentration in Curriculum and Instruction as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• The request by Belhaven University to modify the Elementary Education program as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• The request by Jackson State University to reinstate Secondary Teacher Education programs in Physics and Physical Science as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• To begin the Administrative Procedures Act process: To approve a New Five-Year Renewable License and Endorsement Code 216 for Speech/Language Teacher.
• To begin the Administrative Procedures process: To approve Five New Praxis Tests and Passing Scores as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• To begin the Administrative Procedures process: To approve New Praxis Test for Braille Competency and Passing Score as recommended by the Commission on Teacher and Administrator Education, Certification and Licensure.
• The establishment of State Board Policy 403 - Grading.
• To invalidate MAAECF (alternate assessment) scores based on questionable validity of results while holding harmless those schools/districts negatively impacted.
